AI Agent Governance Startup Raises $7.5M
Xpander, founded by ex-AWS engineers, secures seed funding to help enterprises manage AI agents securely.

A new startup founded by former AWS engineers is betting that a vendor-neutral, portable approach to agent orchestration can unlock the next phase of AI adoption — and it just raised millions to pursue that vision.
Backing for a Building Block
Xpander, an AI enablement platform, announced on Wednesday that it has raised $7.5 million in a seed funding round led by Pico Venture Partners. The San Francisco-based startup also drew investments from Emerge Ventures, Samsung Next, and Seedil.
The funding arrives as investors increasingly back infrastructure that promises to make AI deployments manageable and secure, rather than just faster or more powerful.
From AWS to Startup
Xpander was founded in 2024 by David Twizer (CEO), Moriel Pahima (CTO), and Ran Sheinberg (CPO), all former AWS engineers. Their backgrounds at one of the world's largest cloud providers inform the startup's focus on making AI adoption as seamless as possible.
A Universal Agent Harness
The company has built a platform that lets organizations adopt, build, run, secure, and manage AI agents across their environments. At its core is what Xpander describes as a vendor-neutral, universal agent harness—a layer that executes agents as portable workloads and securely renders interfaces on demand.
This infrastructure is designed to give organizations governance over AI agents while preserving flexibility to build, deploy, and manage them across products, workflows, and data. Unlike platforms that lock customers into a particular cloud or AI provider, Xpander's approach aims to be inherently portable.

Introducing Omni
Alongside its core platform, Xpander offers customers an agentic Forward Deployed Engineer called Omni. Omni enables the creation of agent teammates for employees, allows teams to build agents, and supports collaborative multi-agent workflows. The goal is to make AI agents practical teammates rather than isolated tools.
Fueling Market Expansion
The company plans to use the seed investment to accelerate market penetration. The funding will help Xpander scale its go-to-market efforts as it competes in the increasingly crowded AI infrastructure space.
Twizer emphasized the gap the platform seeks to fill. “Every company is working to harness the power of AI and become AI-native, yet most find it unattainable. Our experience at AWS has inspired us to build a platform that smoothly facilitates AI migration and adoption for organizations, to allow them to grow their businesses faster than ever before,” said Twizer.
