UK's £7.8B space plan eyes security
Britain coordinates £7.8 billion across departments to bolster space security and growth to 2030.
The United Kingdom has consolidated £7.8 billion of cross-government spending into a new space strategy, aiming to bolster economic growth and national security through to 2030. The package spans orbital collision warnings, low Earth orbit communications, military intelligence, launch capabilities, and space science, reflecting a blend of civil ambitions with a growing military focus on orbit.
A whole-of-government approach
The strategy draws together activity across several departments, including the newly created Department for Business, Innovation, Science and Trade (BIST), the Ministry of Defence (MoD), the Department for Transport, UK Research and Innovation, and the Met Office. This coordination is designed to avoid duplication and ensure a unified direction for the UK's space ambitions.
According to the government, the domestic space sector is worth £18.6 billion and supports more than 55,000 skilled jobs. That economic weight is central to the strategy's growth objectives, which aim to leverage public investment to spur private sector innovation.

Investing in space safety
A significant chunk of the funding targets space domain awareness—tracking and analyzing satellites, rockets, and debris in orbit. The government has set aside £149 million for European Space Agency (ESA) space safety work, including the Vigil mission, and £85 million for the National Space Operations Centre. These funds aim to improve warnings of potential satellite collisions, hostile activity, and solar storms, which could otherwise disrupt power, communications, and navigation services.
The emphasis on space safety reflects growing concerns about the congested and contested nature of Earth's orbits, but the strategy stops short of detailing specific threat scenarios.
Military intelligence and control
The strategy also earmarks £880 million during this Parliament for space control and space-based intelligence, surveillance, and reconnaissance capabilities. This investment is intended to help track military activity on the ground, identify potential attacks on satellites, and protect British assets in orbit.
This marks a notable shift toward viewing space as a warfighting domain, with the MoD playing a central role in the strategy's implementation. The funding will support efforts to maintain situational awareness and secure the UK's satellite infrastructure.
Connectivity and communications
A further £2.8 billion is designated for satellite connectivity, including the Connectivity in Low Earth Orbit program and the military's SKYNET communications system. Of this, up to £160 million through March 2030 has already been announced for the UK Space Agency's Connectivity in Low Earth Orbit (C-LEO) program, which helps British companies and researchers develop satellite communications technology.
This investment aims to ensure that the UK remains at the forefront of satellite communications, which are critical for both civilian services and military operations.
In-orbit servicing and manufacturing
The strategy puts £40 million towards technology for servicing, assembling, and manufacturing equipment in orbit. The government says this could support everything from repairing satellites and clearing debris to producing semiconductors and pharmaceuticals in space.
In-orbit servicing could extend the lifespan of satellites and reduce space debris, a growing concern as the number of objects in orbit continues to rise. The funding is modest compared to other areas but signals a long-term interest in developing these capabilities.
Launch and exploration
On the launch side, £148 million is allocated to European rocket programs, while SaxaVord Spaceport in Shetland is set to receive £30 million, subject to due diligence. A further £163 million will go toward space science and exploration missions, including delivery of the UK-built Rosalind Franklin Mars rover.
The spaceport funding could help the UK achieve its first orbital launch from home soil, a goal that has been beset by delays and technical challenges. The rover mission, still under development, represents a significant contribution to international space science.
Additional investments and procurement reform
The package also includes £57 million to improve rail connectivity, £190 million for astronomy and space science research, and £9 million to strengthen space weather forecasting. The rail funding may seem tangential, but improved transport links are seen as vital to the space clusters across the UK.
Critically, the government plans to adopt a single approach to buying and developing space technology, beginning with satellite communications. This is intended to steer more work towards British suppliers, accelerate delivery, and secure better value for taxpayers.
Skynet 6 red flag
The announcement comes amid concerns over Skynet 6, the £8.35 billion program to upgrade the military's satellite communications. In July, the government's projects authority sounded the alarm, giving Skynet 6 a red rating, meaning "successful delivery of the project appears to be unachievable" in its current form.
Confidence had fallen from last year's amber rating due to department-wide recruitment and resourcing constraints that created workforce shortages, and because "sub-par supplier performance continues to delay delivery of the first SKYNET 6 satellite." The new strategy does not directly address these problems but may influence future procurement decisions.
A strategy to replace the old
The new document formally replaces the UK's 2021 National Space Strategy, which a House of Lords report warned last year had failed to turn its ambitions into reality. The report said, "The UK space sector lacks the strategic direction necessary for success."
This rebooted strategy attempts to provide that direction by aligning budgets and priorities across departments, but its success will depend on execution, especially given the Skynet 6 challenges.
Why it matters
For businesses and the public, the strategy signals that space is no longer a niche area of interest but a critical component of the UK's economy and security. If delivered, the investments could create skilled jobs and ensure reliable satellite services, from GPS to communications. But the Skynet 6 red rating serves as a warning that ambitions must be backed by effective project management. The strategy's success hinges on translating billions into tangible outcomes.
